Philip Zelikow
A Bush administration mover and shaker, political theorist, and executive director of the 9/11 Commission. Wrote the complete outline for the Commission Report, complete with headings, subheadings, and sub-subheadings, before a single hearing was held. Fearing that knowledge of this action might compromise perceptions of the report as fair and honest, he decided along with co-chairs Kean and Hamilton to keep it a secret. However, the information was eventually disclosed by Philip Shenon.
